How could i make a gangster costume?

Hello, I ordered a army person outfit, but unfortunately it was to big :( and I cant send it back, so I now have to create a new outfit - Gangster girl, I have a black skirt and a shirt I could wear, ( im only 14 so nothing to showy) How could I improve this/ what accessories should I add? Thanks.
