Will Ken Clarke's plans about rape sentencing encourage innocent men falsely accused of rape to plead guilty?

I am not an expert in law but I was wondering this because it seems like men who have been falsely accused of rape will be encouraged to plead guilty to reduce their sentence if it is apparent that no one on the jury believes them. So in other words because it seems like either way they are going to prison they will plead guilty to reduce their time. Is this what will happen? Thanks in advance.
