Pls help to improve my career graph?

Hello I am 25 years old. I have completed my grads in 2008 in distance education mode under Punjab technical university and my degree is BSC(IT). After that I completed SDBA(oracle 9i&Linux) in 2009 But did not get any job in my field I have only 6 months exp in data entry. Now i am in a bpo as a technical support executive.How can I improve my career graph?I am now interested in govt job. But dont know how to manage my bpo job and govt job prep..I cant quite from my job... Plsss help.
